Paving preparation typically happens last—after earthwork establishes the rough grades, soil improvement creates a stable foundation, and underground utilities are installed and buried.
When the same contractor handles all four phases, the transitions are seamless. Final paving grades tie directly into the rough grades established during earthwork. Utility trench backfill gets incorporated into the overall base preparation. There's no confusion about who's responsible for what.
